What Counts as an E-Bike

New Jersey law recognizes two categories of electric bicycles: low-speed electric bicycles and motorized bicycles or mopeds.

Low-speed electric bicycles are pedal-assisted bicycles with a helper motor that only provides assistance while you are pedaling, up to 20 miles per hour.

Motorized bicycles or mopeds are pedal bicycles equipped with one of the following: a helper motor with either a maximum piston displacement of less than 50 cubic centimeters or rated at no more than 1.5 brake horsepower; an electric motor that provides assistance when pedaling or throttle-controlled propulsion to a maximum of 15 miles per hour; a helper motor providing pedaling assistance with a maximum speed between 21 and 28 miles per hour; or an electric motor capable of throttle-controlled propulsion up to a maximum of 28 miles per hour.

Age and License Requirements

To operate an e-bike in New Jersey, you must be at least 15 years old and possess either a valid driver's license or an e-bike license. If your driving privileges have been suspended or revoked, you cannot apply for or hold a motorized bicycle license.

Registration and Insurance

All e-bikes must be registered with the New Jersey Motor Vehicle Commission. Only motorized bicycles are required to carry insurance coverage. Low-speed electric bicycles do not require insurance but must still be registered.

How to Register Your E-Bike

Step 1: Schedule an initial registration appointment at an MVC Vehicle Center by selecting "E-BIKE: INITIAL REGISTRATION."

• Completed Registration Form (BA-49EB) for low-speed or motorized bicycles.

How to Get an E-Bike License

If you choose to obtain a separate e-bike license rather than relying on a driver's license, follow these steps.

Step 1: Study the New Jersey Driver Manual, the Motorcycle Manual (Section 10 of the Driver Manual), and the E-Bike and Motorized Bicycle/Moped Manual. Schedule an appointment for an initial e-bike permit and complete application BA-208.

Step 2: Bring six points of identification and your parent consent form if you are under 18. Pay the e-bike permit examination fee (currently waived until January 2027). Pass the knowledge and vision tests. If you fail the knowledge test, you can retake it in seven days.

Step 3: Practice operating your e-bike during daylight hours. Schedule a road test appointment dated between 20 and 45 days from when your permit is validated.

Step 4: Bring to your road test a registered e-bike with the license plate sticker affixed, a helmet, your validated permit, six points of identification, and insurance proof if you own a motorized bicycle. If you pass, take your permit, identification, proof of address, and test results score sheet to a licensing center to receive your e-bike license (no appointment required). If you fail, you can retake the road test in 14 days.

Special Cases

Commercial E-Bike Rentals: Operators of rented low-speed e-bikes (under 21 miles per hour) must be at least 16 years old but do not need to possess a driver's license or e-bike license.

Out-of-State Visitors: If you are bringing your e-bike to New Jersey from another state, you must be at least 15 years old and have a valid license.
