Springfield Introduces Gateway Manor Tax Exemption Ordinance
Robert Hargrove · Union County Life
According to Township of Springfield's announcement, Springfield officials introduced an ordinance that authorizes a long-term tax exemption agreement with Ridge Apartments Urban Renewal LLC. The agreement covers the Gateway Manor development.
The ordinance was presented to the Township Committee on October 13, 2026. Union County Life is summarizing the figures and terms as the township gave them. Introduction is not final adoption.
Gateway Manor is a development for residents age 55 and older.
The proposed PILOT structure would generate nearly $6 million for the township over 30 years. A conventional tax arrangement would generate approximately $615,000 over the same period.
Township administrator John Bussiculo explained how this agreement differs from others.
"We structured this one slightly differently. We've got some steps built in that occur sooner than the 10 years which boost our portion of it a little bit quicker."
Bussiculo said the ordinance also has a provision on how long the developer has once the project starts. He said there are penalties for not finishing within the 24-month period.
